I want to use a specific font on a webpage which I have on my system, but it may be that other users don’t have that font. Is there any way of forcing it to show without the aid of image/flash replacement plugins?

There’s no really easy way to do it; but, it is possible. I would only use this method for headings though–not your body text. Cufon does exactly what you’re looking for.

Don’t forget that fonts are software, with the same licence restrictions. Distributing fonts may well be against the licensing terms of the font and could cause you trouble. Things like flash replacement and pdfs don’t allow the end-user to use the font for other things so are ok.
