You could buy a copy of Jeffrey Zeldman’s book "Designing with Web Standards" and read it cover to cover. That’s how I learnt. http://www.amazon.co.uk/exec/obidos/redirect?link_code=as2&path=ASIN/0321385551&tag=httpwwwkingco-21&camp=1634&creative=6738
At http://www.glish.com/css you can learn about page layout with CSS.
Visit http://www.csszengarden.com to see how great CSS sites can look.
Read the articles on http://alistapart.com for some imaginative solutions to coding problems.
Finally, read anything by Eric Meyer - his website is at http://meyerweb.com/eric/css and his excellent book on CSS is at http://www.amazon.co.uk/exec/obidos/redirect?link_code=as2&path=ASIN/073571245X&tag=httpwwwkingco-21&camp=1634&creative=6738.

when I started, I went here. Very basic.
http://www.pageresource.com/
try webmonkey as well, although I don’t like it as much. And people will tell you W3C, but that site is more like a reference, and is hard to read. It doesn’t go into a lot of examples, and can sometimes leave you confused.
