Are there taxes for personal web-designing and management?

A friend of mine wants to start a personal web-designing project. In this scenario, we will find local businesses and charge them for a web page and updates fees. Question is are there any taxes involved or tax regulations?
Location is New Jersey, America if required.

You do not have to charge sales tax for a service that is provided but he will need to pay income tax on any income that he makes from this business.
