What is the best site to use for building a website design?

I am using Just Host for my host site. I want to know the best site to help me build my site.

I have used Komposer in the past, it`s a free editor ( a WYSIWYG ) editor.

A lot of good results can be obtained using it.

    Actually, a program in Microsoft office on your computer, called "Publisher," is an excellent Website builder.

    Also, look into sites.google.com.
    Free website hosting and building there.
