i have multiple questions, i have been using html for the last year and started looking at php, ive gotten the php server side include to work and was wondering if theres a better way on making a website menu bar

1) Rather than server side includes, I usually use PPWizard - an HTML pre-processor. I’ve also written an open source application (WeNoSt - web node structure) to use with PPWizard to create complete website, including empty pages, navigation structures and menus from a single text file.
2) The free WYSIWYG web browser that I recommend is Kompozer

Is there any point to a career in webdesign?

With the market saturated with "do-it-yourself" books and internet template sites, is it still possible for one to make a reasonable living as a web designer? Sometimes I wonder.
Yes. Most people who want to learn web-design do not do well. They are at best proficient in HTML at the end, and rarely figure out the backend stuff.
How do I search for the following questions regarding webdesign?

Research any negative or positive externalities the industry produces. Does the transaction of a buyer and seller directly affect a third party? Is the effect a negative or positive externality? How does the externality impact the economy?
Research whether the industry produces public goods or private goods, or is a natural monopoly. Are the goods or resources rival, excludable, or neither? Explain.
First, define what you call negative or positive externalities. Do this in porno or prostitution? What about slavery or child selling? What about guns? Or knives? fees? Credit cards?
Second, what if the transaction is free? Dating services? Is it free?
Third, impact economy? slavery? prostitiution? crimes? drugs? Drugs - medical or street.
Four, public or private goods - banking, government reports. Same can be use for a Natural monopoly (oil)
Five, competition for resources. (steel - cars, trucks, buildings) (heating - oil, coal) (stone- railroads, roads, buildings) trade magazines, banking, government
Keep in mind, web-design includes ordering, buying, and communications.
Think of a product for an example rubber - tires- bicycles, cars, trucks, airplanes The list can go on for rubber.
Communications - ordering, buying, communication, selling. all have an effect or affect on the externallities of econemy, life style or health of the individual, institution, families, governments. And the thought of polices due to reports, interpetations, and actions.
Just a quick thought of some of the areas and topics you can use.

For webdesign, should one focus on functionality before going into the design aspect?

I am designing a website and I have been focusing mainly on the functionality and ‘inner-workings’ of the site. But while doing so, I felt that things might be easier if I had a design to add the functionality to, instead of having to add design to my functions. People experienced in this field, please help.
Functionality is more important than design, but as you say yourself, it can be hard to develop functionality without having a design in mind.
What I usually do when designing a site is do up a mock-up of what I want the site to look like, in Photoshop. I keep it simple and basic at first, something I know I can do easily without spending a lot of time on the design. Then I get to work on the functionality while working towards this simple design. Once the functionality is implemented and working on this simple design, I might decide to spruce up the design a bit. The design should only start to get more complicated once the functionality is in place, otherwise it’s easy to spend too much time on the design and end up with half-finished functionality.
Doing a mock-up design gives you a direction to go in, and if you start to get lost, it gives you something to refer back to. So I’d definitely recommend giving this method a shot.

Why don’t you view all the Dreamweaver videos offered if you want to learn to use it. There are also hundreds of online sites with Dreamweaver tutorials (free) that you can read. Adobe alone has more than you could ever read. Even using your own Dreamweaver’s Help Files is a lot of reading, but highly useful to learn how to use DW.

First, you need to have the client identify you as an expert. This means providing free information that they find valuable. Email marketing campaigns could help bring you clients a little bit closer to giving you a call.
Portfolios, believe it or not, are over rated in my opinion.
I just recently took the time out to buy a domain http://onlinesalesconsulting.com/ and throw up a quick word press template with a few ramblings on it. I’ve done no real promotion online, and my SEO is non-existent.
I’m not worried about it just yet. Soon, I will pay my designer to make me a really nice site like those that you see at the top of google for the keyword "seo". Why am I in no rush?
Simple. I talk to local business owners myself. I don’t hire salesmen to pitch a sale or convince people to get something that they don’t need. I don’t sign people into strict contracts nor do I promise impossible results. I’m just honest and personable with them. I let them know what I can and cannot do and if they don’t believe me- NEXT!
If you absolutely must have a portfolio ($200k contract rests on it kind of thing) I would design 3 of the best websites you can make, each in a different industry. Preferably, the industries should be ones that are the same as your target clientel, but far away from their geographical location.
I hope you do well in your endevours. I am always open to discussing business if you ever need some web design work. I’m usually too busy to do alot of smaller projects.
Freelance webdesign service advertising?

I’m a freelance web designer looking for some ways of advertising my services. I don’t have my own website, so usually I show people the projects I’ve done recently. And I’m looking something like craigslist’s free ads or any effective ways to attract people’s attention.
Could you give me a piece of advice or some links?
I own a graphic design firm, and regularly use freelance folks. I cannot imagine hiring a freelance web designer who did not have at least some sort of minimal web site.
I’ve also hired off Craig’s list. It’s a cheap place to advertise, but you get tons and tons of responses that you have to blast through at high speed just to get through them all. A web site (or at least a link to a portfolio oriented web service) is essential.
Sorry, but when you tell me you’re a web guy with no web site… that just sounds to me like you’re not yet serious about what you’re doing.
