How can bands get away with smoking weed on stage?

Every concert I’ve been to, the bands have taken hits on stage. Everyone from Van Halen to Cypress Hill. And I always wonder why they don’t get arrested since there are cops running security and the band members have been caught in the act.

Occasionally they do get in trouble but more than not a blind eye is turned. I’ve noticed that security inside the auditorium is private and oddly at times old people in vests. Last time I got yelled at it was an 80 year old woman with a flash light. It was Springsteen.
